EGYPT COC PROGRAM


Introduction

General Organization for Export & Import Control (GOEIC) under the Egyptian Ministry of Industry and Foreign Trade, has mandated the registration of Trademark owners, Distributors and Manufacturers of Regulated Products for export to Egypt to have GOEIC Clearance Certificate.

Initially the Products were limited to Leather and Textiles. In 2016, the list of products were expandedto include Food, Electric & Electronic Products among others.

Without the clearance certificate, the customs shall reject the products. With the certificate from an approved Organization, the products shall be cleared at Customs and have immediate clearance.

Egypt CoC clearance certificate is required for the following categories of products:

  • Cosmetics
  • Hygiene Products
  • Detergents
  • Textiles
  • Electric and electronic products
  • Construction Materials and more

Assessment Process

PROGRAM MANDATED BY

PROGRAM SCOPE

All regulated products should be accompanied by a Clearance Certificate issued by an entity authorized by GOEIC to ensure conformity of the products with the applicable Egyptian technical regulations and/or other approved standards.

COC USE

The CoC facilitates customs clearance of the imported shipment immediately at customs ports and release the shipment on the same day.

REGULATED PRODUCTS

Goods regulated under this program include, but are not limited to, the following categories of products:

  • Food
  • Cosmetics
  • Hygiene Products
  • Detergents
  • Textiles
  • Electric and electronic products
  • Construction Materials and more

ASSESSMENT SCHEME

The assessment scheme consists of:

  • Documentary verification
  • Shipment inspection
  • Laboratory Testing

TESTING AND APPLICABLE STANDARDS

Test reports from the following entities will be considered:

  • Laboratories with valid ISO 17025 accreditation

Applicable standards are Technical Regulations and Standards approved by GOEIC.

INSPECTION

  • To verify the requirements that are not covered by testing such as labelling requirements and packaging conditions
  • Products require pre-shipment inspection, containers’ loading supervision

REQUIRED DOCUMENTS

  • Completed Request for Certification (RFC)
  • Manufacturer’s/Seller’s Declaration of Conformity
  • Test Report and Laboratory Accreditation Certificate
  • Inspection Report
  • Final Invoice
  • Transport Document
  • Quality management system certificates (e.g. ISO 9001, ISO 22000, etc)
